More than three years since the launch of Shell’s plastics plant in Monaca, Beaver County continues to trail neighboring counties, Pennsylvania as a whole, and the national average in critical measures of economic wellbeing.
“As Shell stumbles through sale rumors, emissions violations, and increasingly hostile market headwinds, the latest federal data show no evidence the company’s plastics plant has boosted Beaver County economically,” report co-author and ORVI research fellow Eric de Place explains. “Expectations of an economic renaissance have all but vaporized as the county counts fewer jobs, business, and residents than it had before the facility was announced.”
For over a decade, Shell backers have pitched the facility as an engine for job and business growth, citing faulty economic modeling as justification for a $1.65 billion tax break—the largest in Pennsylvania history—to lure the facility to the Commonwealth.
Yet federal data show that, since Shell Polymers Monaca was first announced,
- Beaver County’s GDP has decreased by more than 16.3% despite consistent growth in Pennsylvania, the US, and most neighboring counties (adjusting for inflation);
- Beaver County’s population has fallen by 2.7% despite population growth nationally and statewide;
- Beaver County’s employment has fallen by 11.5%, according to QCEW data, while the number of employed people grew in Pennsylvania and the US. Beaver County’s employment declines were steeper than most neighboring counties;
- Beaver County has lost business firms and establishments despite business growth nationally and statewide.
As the oil and gas industry comes to Beaver County with new proposals for gas-fired power plants and data centers, the legacy of Shell’s broken economic promises should give decision-makers pause before extending further tax subsidies. Rather than handing out public dollars to big, polluting industries, it’s time to prioritize long-term development strategies that center growth, health and community wellbeing.
The economic performance data reported in this research brief are shown in comparison to the state of Pennsylvania, the United States, and, in some cases, neighboring counties. In order to make these comparisons intelligible, the economic trends are pegged to zero in 2012 with subsequent years shown as percentage change from that starting point. In all cases, this brief provides the most complete and recent data available. All data used in the report are publicly available online from US government agencies, such as the Census Bureau, the Bureau of Labor Statistics, and the Bureau of Economic Analysis.
The most recent available federal data show a continuation of trends identified in previous economic analyses published in 2021, 2023, and 2025.
